I honestly don't understand why you can't understand any town tools just because you think the chances of catching scum are slim. The chances of catching scum are *always* slim, and chatting up a scum partner usually means getting a list of their FOS who are less likely to be scum.

However, I don't think shutting down the neighborhood was a scum move by Derpy. If he so badly wanted to avoid posting and lying as scum in order to not slip up, he probably wouldn't have made what feels like 10,000 town posts in the main thread! I think he's quite genuinely a frustratingly annoying town who keeps foiling town tools and tunneling like mad. The exact situation from his disclaimer played out - we've got 10+ pages of wasted posts keeping us from proper sussing out scum because everybody loves arguing with or about derpy, and all the rest of the scum can lurk their way to D2+ without arousing much suspicion.
