They submit the action during the play phase, but it only resolves during the pause phase. Think of it as the inverse of a night action, which would only resolve at the end of the night, so you won't learn of the result until the night has ended and the day is ongoing.
As for immunization, I understand that it makes you unrecruitable, but ONLY IF the hammer occurs before being targeted fro recruitment. Since actions cannot be changed once submitted, the hammer will either be on someone already targeted, a virgin (available for both recruitment & immunization, whichever comes first), or someone already culted or is immune-Town.
In the former case, the immunization will fail and the target will be recruited because the targeting occurred first. In the latter, the immunization will still fail because hat person in ineligible for the immunization process to begin with.
In the case of a Virgin who was NOT targeted for recruitment, the immunization will go through.

You should stop doing this. If you're going to make a game where time stamps matter, you need to have a set time when you'll accept the submission of actions, known long in advance, rather than just having action submission become allowable whenever you show up.

Cerb is complaining tha they submitted an action previously when they thought the pause was over, and it didn't count. Then the game got resumed and they didn't manage to submit the action a the very start of the phase.
Remember when Cerb said this:

Like I said, when specifically targeted Cerb with my suspicion I was literally sacrificing my queen to earn the chance to CHECKMATE.
Jay doesn't know Cerb, but the way I went about him convinced Jay he was the best recruitment option, and it served ME to know exactly whom he recruited. Once Jay is gone the cult would stop growing (mod refuses to confirm if a CL could be killed and thus is not telling me what happens IF they do, but Jay was graceful enough to provide me with the answer).
The other CL "might" be Gamma, or it still could be Varsoon, or maybe it's something I've overlooked. THAT was why I wanted to wait before I exposed Jay.
