The Belorussia fighters must land in Southern Europe or Libya, since they only have 1 movement point left after moving 3 spaces to attack. I'm afraid this is illegal, as Belorussia does not border Archangel. You can, however, use 2 infantry from Karelia + 1 fighter from Belorussia (for instance). I will point out this leaves one fighter in Belorussia unused; you might as well use it. Even if you want to leave it in Belorussia, it's a plane, so it can easily join the Norway or Archangel combat and then return to Belorussia to land.-

Invade Norway via amphibious assault with 2 armies in Germany, and 2 armies, 1 tank from Karelia
Use 2 Ukrainian fighters + 2 Belorussia fighters + 1 Belorussia bomber to take down the SZ 14 fleets (landing probably in S.Europe if allowed)
Take Archangel with 2 armies (From Karelia, typoed there) + 2 fighters from Belorussia
Libyan units to take over Anglo-Egypt, then blitz the tank to French Africa.

For your non-combat, moving everything out of Ukraine is obvious. Leave Balkans empty and stash them all in Eastern Europe.
There is no threat of him reaching Southern Europe yet so move those infantry to bolster France (Western Europe). Germany will receive a major reinforcement so put that infantry in eastern Europe.
Depending on what happens in Norway, I would say bolster Karelia a little from Belorussia as Belo still has a turn of relative safety.
You just need to consolidate your armies to prevent as much territory loss as possible while preparing a counter. Your tanks are very important and should have at least 3 infantry per tank. Next turn we can consider buying tanks to help strengthen your counter attack potential but it will really depend on how aggressive they are.Looking for love in Alderaan places.-

I understand your tactic of using 1 infantry in hopes of scoring a hit but the odds are against you killing anyone with just 1 infantry. Don't leave any forces in Ukraine and it usually isn't worth keeping units there unless you have 3 infantry or more because they will be guaranteed at least 1 hit with higher odds of surviving a first turn wipe.
Southern Europe is a good move.
Germany move is fair. No reason not too.Looking for love in Alderaan places.-
