The Belorussia fighters must land in Southern Europe or Libya, since they only have 1 movement point left after moving 3 spaces to attack. I'm afraid this is illegal, as Belorussia does not border Archangel. You can, however, use 2 infantry from Karelia + 1 fighter from Belorussia (for instance).
