the tl;dr

1. Abide by site rules, and be mindful of your fellow players.
   
2. Plurality executions, ties are resolved by seniority.
   
3. D1 will last 240 hours, and all other Days will last 168 hours; Nights will last 48 hours.
   
4. 36 hours prods; if you are prodded, you have 24 hours to respond, and if I have to prod you three times I may replace you immediately.
   
5. I have some unusual rules about multimedia content, night prods, and last words.
   
6. Be sure to carefully read the setup-specific rules!

General

1. Adhere to all site rules.
   
2. Always play to win. This specific game, not some unspecified future one.
   
3. Claiming Insurgent by yourself is acceptable (if it isn't gamethrowing), claiming Insurgent with partners is not.
   
4. Remember that this is a game — heated discussion is allowed, but personal attacks are not.
   
5. Pretending to break the rules will be treated similarly as actually breaking the rules.
   
6. Jingle is my co-mod. They have full mod authority.
   
7. You may use the following colours, as long as you don't do so to attempt to impersonate a moderator:

14. If you accidentally post with an incorrect alt account, you have to immediately make an identical post with the correct account, so to preserve ISOs' readability.
    
15. My decisions are final. If I feel you are violating any of the rules, I will take the appropriate action.
    
16. As a general principle, whenever moderator action is required I will attempt to make the decision that has the least impact on the natural flow of gameplay. For example, force replacing instead of modkilling whenever possible.
    
17. I reserve the right, under extraordinary circumstances, to change this ruleset. If I do so, I will acknowledge having done so in-thread.

Deadlines and Activity

1. The first Day will have a 240 hours (10 real life days) deadline, and all subsequent Days will have a 168 hours (7 real life days) deadline. Each Night will have a 48 hours deadline.
   
2. I may grant deadline extensions in extraordinary circumstances.
   
3. If a player replaces in during the Day with less than 48 hours remaining to the deadline, I will extend it to 48 hours.
   
4. During the Night, players may ask for a quick night by PM. If all players do and I'm not busy, the Night ends immediately.
   
5. You are expected to confirm your role PM no longer than 72 hours after I've sent it to you. If you don't, you will be replaced.
   
6. You are expected to make at least one game-relevant post every 36 hours. Players who go 36 hours without posting will be prodded.
   
7. If you are prodded, you have 24 hours to post in-thread. If you do not respond within 24 hours, you will be replaced. Additionally, if I have to prod you 3 or more times, you will be replaced at my own discretion.
   
8. Abuse of prod dodges will result in you being replaced at my own discretion.
   
9. If your prod timer would expire during the Night, you may respond to it by PMing me. If you do so, you also have to make a game-relevant post in the first 24 hours of the next Day.
   
10. If you are going to be V/LA, please announce it in thread or PM me. If your V/LA will last 5 days or longer I may be forced to replace you.

Voting

1. All votes and unvotes for execution must be in
   bold
   or in VOTE: vote / UNVOTE: unvote tags, with vote tags being preferable.
   
2. All votes for the special "projects" mechanic must be in HURT: hurt tags. If you wish to unvote a vote for a project, just do
   HURT: nothing, or use HEAL: heal tags.
   
3. Votes in spoilers will not be counted.
   
4. If you wish to change your vote, unvoting first is not mandatory.
   
5. Abbreviations and nicknames are acceptable, as long as I can understand them.
   
6. Dabble in false votes shenanigans at your peril. If I think something is a vote, it is.
   
7. As soon as a majority of the votes is toward the same player, that player is hammered and their fate is sealed. If no majority is reached before deadline, the executee will be decided by plurality; in case of a tie, the wagon whose newest vote is older will win.
   
8. You may vote for VOTE: No Execution. Hammering No Execution requires only half of the votes, not a strict majority.
   
9. Once a hammer has occurred, the game is in "twilight". Discussion may continue until I lock the thread but no further votes or unvotes will be counted. As soon as I lock the thread, the hammered player will be executed and the Day will end.

Miscellanea

1. You may ask for a personal Notes PT for confessional purposes. Don't talk in-thread about you having, or not having, a Notes PT.
   
2. Once you are dead, you may no longer post in the thread or in any PT you may had access to. You will however be granted access to the Deads' PT.
   
3. You may ask to be replaced out by PM; in any case, you may not discuss in-thread the reasons you may have for replacing out. As soon as I acknowledge your request, you may not rescind it and you are no longer a player.
   
4. If you request to be replaced out, you may PM me with a "last words" message. I will relay it to your successor.
   
5. The Insurgence may concede, if all of its members agree.

Endgame

1. The Citizens will win if all Insurgents are dead and at least one Citizen is left alive.
   
2. The Insurgents will win if all Citizens are dead and at least one Insurgent is left alive, or if nothing can prevent the same.
   
3. If all players are dead, the game ends in a "Scorched Earth" Draw.
   
4. If there are no deaths for four consecutive phases, the game ends in a "Happily Ever After" Draw.
   
5. After the game has ended, the thread will be opened for post-game discussion, and everyone (including dead players and non-players) may post in it. All PTs will be released unredacted immediately.

FLAVOR

1. Flavor in the first posts of each Day may be game-relevant.
   
2. Flavor in votecounts is not game-relevant, and is there just for wordbuilding.
   
3. In all cases, I will refrain from using players' usernames in pieces of non-game-relevant flavor.
   
4. You may PM me with stuff you'd like to be published in the Journal. This is just for fun; I offer no publishing guarantee, and I won't publish anything game-relevant in this way.

SETUP-SPECIFIC

1. The groupscum is called "The Insurgence". Non-groupscum players are called "Citizens"; all players, regardless of alignment, are called "Utopians".
   
2. No player has any non-factional special ability.
   
3. Each Day, Utopia starts with a budget of $60,000 (there are ways to change this value). Any unspent money is lost when the Day ends.
   
4. Each Day, each Utopian may vote for one project to undertake from the billboard, using HURT: tags. At the en of the Day, the project that, among those which cost no more than the budget (if any), received a plurality of votes is set to be undertaken the following night. Then, if there is another legal project with the plurality of the remaining votes, that project is also set to be undertaken. Ties are resolved by vote seniority.
   
5. Some projects require targets. When one such project is undertaken, Utopians who voted for it are added to a Council PT overnight to decide its targets. If they can't make up their minds, the targets are randomized.
   
6. No project can be selected more than twice, or more than once in two consecutive Days. Development projects can't be selected more than once period, and no more than one Development project can be selected each Day.
   
7. If no project is being undertaken at Night, the Insurgence is free to do its biddings and gain $60,000. If only one project is being undertaken, there will still be little enough traffic that the Insurgence can manage to gain $20,000.
   
8. Whatch out, money you spend may end up financing Them.
   
9. Each Day, each player may send the moderator a request to give an Utopian a gift. The Utopian who received more requests for will be given a nice (but useless) gift during the Night (ties are resolved at random).
   
10. The Insurgence's factional ability may or may not be a standard nightkill.

• Mayor election ($10,000)
  -- one Utopian is elected Mayor, and their vote (both for execution and for projects) is worth one-and-a-half for the rest of the game. The Mayor can be deposed during Days if a simple majority agrees. If a new Mayor is elected, the previous one is deposed.
  
• Election Security ($10,000)
  -- tomorrow, there will be no voting tricks (all vote weights will be one, secret extra votes won't count, etc.)
  
• Appointed Jury ($20,000)
  -- 3 targets Utopians get a PT during the next Day to decide for an extra shared vote to cast for execution.
  
• Injunction ($30,000)
  -- the vote for execution of target Utopian will be worth only one-half tomorrow. This project can only be bought if there are at least 5 players.

• Sacrifice ($0)
  -- if target Utopian is not an Insurgent, they die and town gets $20,000 more in tomorrow's budget.

Enhancements to the Inquisition

The All-seeing Eye is now less blind.

The Inquisitorial Subdivision in Utopia has been enhanced, to combat the raising eversive risk.

This is part of a larger project, willed by our wise Overseer, to ultimately move the main Headquarters of our sacred Inquisition in the Utopian New World, for which the blueprints have been finally finalized.

This, even partial, enhancement, offers much needed capabilities for more effectively track

them

down. There are now in place all the required equipment for the Telecommunications division to integrate fully in the internal policing of Utopia, so that may they may provide the utility of their advanced algorithm to analyze the patterns in the democratic processes, and catch any unauthorized form of eversive communication.


Shall the need arise, some more

enhanced

interrogation techniques are also on the table. The methods are harsh, but there is no doubt that any devout Utopian can't but rejoice at the prospect of a greatest begign panopticon, in the interest of the collectivity. No doubt that any devout Utopian shall offer themselves gayly to even the worst torture, if that sacrifice would better this most noble hunt.

Tightened Controls at the Polls

More rigourous antifraud regulations enacted for today.

As fears have risen about possible irregularities in the democratic process, to reassure the citizenship, a revised antifraud protocol has been proposed to, and approved by, the Overseer, and will be trialed during today's voting.

Each ballot cast today must be emitted and cerified by the city all, and must be identified by a unique alphanumeric code to be transmitted to the Central Headquarter. Moreover, the casting of each vote must be done publicly and vidimated by the appointed committee, and notice of it must likewise be transmitted to Central. The Telecommunications Division will take care to check the validity of each vote, and that there be no discrepancy with the official count.

This is, no doubt, a small inconvenience, but no doubt the entire Citizenship ought to agree that such inconvenience is worth for the good of the collectivity.
It must however be said that the protocol has a nontrivial cost to operate, and require much more work from both the internal Utopian side and the overseeing process at the Headquarters. Only enough funds to operate the protocol for a one-day trial have been allocated.

It was a cowardly act of execution, a dishonorable act suitable to the likes of worms and rabid beasts, a senseless and monstrous butchery. They left their prey in full view of the world, as a mocking affront to our holy Commune, and to its enlighted ideals, as a testament to the cruel depravation and inhumanity of the rot pervading the Old World. They have finally shown their true colors, as it was inevitable. This blood, which shall never beforgotten, will forever taint their hands. What of us now, that they have shown us that nothing is off the table of their bloodlust?

Meowmeow will for years everlasting be remembered as the first martyr fallen by the enemy's hand, in our glorious fight against the oppression of the egoism and deceipt of the decadent reach of the falling Person, and its rapacious herald the Eagle.
The ink in our annals will forever mark the first blood spilled in the holy conflict to protect that last bastion of purity an joy; the last ray of the Earthly Paradise which they want snuffed out and corrupted to born the foul Angel.

  The sabotaged action will mysteriously require more work than estimated, so that its completion must be delayed one night.
  
  
• Overcosted ($20,000)
  
  The sabotaged action will prove costlier than estimated by one-half. The excessive cost will be paid at dawn.
  
  
• Naive ($50,000)
  
  The sabotaged action will find it hard to detect any wrongdoing, so that it essentially treats everyone as innocents. This may requires some well-placed bribes.
  
  
• Cynic ($70,000)
  
  An increased climate of paranoia will cause the sabotaged action to treat everyone as guilty of high crimes against the cult.
  
  
• Noxious ($80,000)
  
  
  One of the targets of the sabotaged action will be poisoned. The poison is fast acting, lethal and there is no antidote, so the victim will die at the end of the next day; however, it is not overly subtle, and the victim will surely notice the symptoms.
  
  
• Redirected ($50,000)
  
  The sabotaged action will target whomever the Insurgent decide, instead of the targets chosen by the Town.
  
  
• Morphed ($60,000)
  
  Due to a ''miscommunication'' with external companies tasked to help with the project, the sabotaged action will be replaced with another action chosen by the Insurgence (that action must have the same amount of targets and must not be a vital development, as codified in addendum §1).

The following three sabotage options require a Bureau of Investigation to have been built.
**********

• Confused ($70,000)
  
  Due to a corruption in the protocols of the Town's own Inquisition, the sabotaged action, provided that it is investigative, will be guaranteed to produce false results.
  
  
• Amnesiac ($20,000)
  
  The investigative results of the sabotaged action will be broadcast to the Insurgence, and will not be published by the Journal.
  
  
• Private ($30,000)
  
  The investigative results of the sabotaged action will not be published by the Journal, and instead will be delivered privately to each citizen of Utopia (including the Insurgents). The Insurgence may intercept one of those messages and alter it before sending it back.

The following two sabotage options require a Board of Elections to have been built.

• Fraudulent ($20,000)
  
  The targets of the sabotaged action will receive a fraudulent ballot for the execution vote of the next day. Those ballots may be used to cast an additional, secret vote, but only if there are at least two members of the Town more than Insurgents.
  
  
• Injurious ($40,000)
  
  
  The targets of the sabotaged action will be publicly defamed and will require one fewer vote to be executed tomorrow.

The following two sabotage options require a Guildhall to have been built.
**********

• Defaulting ($30,000)
  
  The external companies tasked to help with the project will all conveniently fail to provide the agreed work, thus causing the sabotaged action to fail tout-court, and its cost to be reimbursed upon the Town.
  
  
• Lobbied ($30,000)
  
  A lobbying campaign will convince the Town to undertake the sabotaged action again the following night, and to pay its costs again in full. Citizens that voted for that action to be undertaken this night will be forced to vote for it again.

Btw, the reason the gift is there is to avoid there being a breaking strategy for town of just never buying anything (and forcing scum to do the same or be executed). Then there would be nothing to sabotage and so they would never have a kill regardless of money; 4:9 vanilla nightless would likely be very townsided. Yeah, after witnessing how it did play out, 4:9 was definitely not the correct ratio. 3:10 does feel to me like it would be notably townsided thou, town could potentially mislim 6 times and still win which does not sound right. Probably you are right this should have been a large to give you time to do stuff.
Tbf here if you nailed a scum D1 or D2 then there would have been quite a lot more breathing room, but the swing here is likely excessive
