No one votes right away. If we decide to vote it should be

intent to vote X in the future

so the votes are not counted. If a player would be hammered by "intent" votes, they would then cast the first real vote, selecting someone from their wagon. This increases our chances of having one of the targets be scum since a wagon on town cannot form without scum being on the wagon and one of the players is selected by a few as scummy.

It's the correct call as a mod. Shitty for town, but a good mod leaves the action unused.
